MOSS 2007: Full control user cannot save site or list as template

I just had the issue come up that a user with full control rights of a MOSS 2007 team site did not see the option to “save site as template” or “save list as template” under Site Settings. I found the solution to this quickly in this Microsoft TechNet Forum discussion: The user needs to also have at least Design permissions on the “List Template Gallery” / “Site Template Gallery” of the top-level site of the application (Contribute permissions won’t do the trick).
